Are amoebaOS programs going to be packaged in a archive? and if so, is there something developers can refer to for preparing amoebaOS applications offline?

Well right now, an amoeba application is a folder with a certain file structure, along with a .app file inside of it containing the code. There is zip support in the OS, so if you extract Zipped application to your applications folder, it will be in the correct place. A self-extracting installer will come in the future. (probably with a .amo extension)
Also, you probably wont be making application offline, since you can't test them. There is a great developer center app though,to test your code quickly and a useful error console.

Are applications going to have to be signed with a developer ID?

Well there isn't an official application download center yet. At the moment you can just make apps and distribute them as you please, but I don't know what will happen in the future. The only place to finds apps is right on this forum.

Since we don't run your code on our servers (it's all client-side), apps are not required to be signed. There will be a ratings system in the app store once it has been created, and that will help to weed out bad apps.
For graphics, there is a library based on HTML5 canvas that is exposed through System.GFX. It's a simple abstraction on top of the canvas API, which is very well documented
here.
